For those who don't know their "Gay History" :-), Barney had a male prostitute soliciting customers out of Barney's basement. Barney told Congressional investigators he had been duped and didn't know anything about it.

At the time there was a suspicion that Barney was using "the basement connection" to collect blackmail information on the "Johns" to assist his rise to power in DC.
