If the bozo pilot lost power, had mechanical problems, etc., he should have / could have ditched the plane in the river if flying from west to east unless lost in fog.

John Scott was saying that pilots are taught to ditch in the water and avoid the buildings. However, the building hit was the last obstacle before wide open space until the 59th St Bridge.
