Well, it had enough gas to make it into the building.
Judging by that fire, he still had plenty of gas. Which doesn't necessarily mean that it was getting to the engine properly, of course.

Would a "fuel problem" affect the control surfaces of the aircraft? One would think that if he had any control of the aircraft what so ever...he would have tried to ditch in the East River or something...anything other than hitting the building dead on...
