A NORTH Korean official said Pyongyang is willing to return to international arms talks and abandon its atomic program if the US takes "corresponding measures," reports suggest.
"The nuclear test is an expression of our intention to face the United States across the negotiating table," the unnamed official said, according to South Korea's Yonhap news agency.
"What we want is security of the (North), including guaranteeing our system."
Yonhap didn't say how or where it contacted the official, or why no name was given.
The official didn't elaborate on what the corresponding measures would be.
But one of them is believed to be a long-standing North Korean demand that Washington lift financial restrictions on the communist regime for its alleged counterfeiting and money laundering.
North Korea has cited the financial issue in boycotting nuclear talks with China, Japan, South Korea, Russia and the US The talks last convened in November.
The official also dismissed moves at the UN Security Council to sanction the communist nation over its reported nuclear test.
"We have lost enough. Sanctions can never be a solution," the official said.
"We still have a willingness to give up nuclear weapons and return to six-party talks as well. It's possible whenever the US takes corresponding measures."
Pyongyang declared yesterday that it had successfully tested a nuclear bomb.

We used to have a fair number of 2-5 kt warheads fielded. This wasn't even that. I'm voting "fizzle" but I haven't seen any hard data yet.

A lot went into the construction of the test site, a lot more than would be done for a single super critical test. There may have been several subcritical tests done there previously which we never detected (impossible to detect). This weekend's test was either a 1kT plus warhead that malfunctioned, or, it was purposely built to be only a few hundred tons. Neutron bombs (proper name, enhanced radiation weapons) are meant to also be rather small in terms of blast force and are optimized to produce maximum neutron flux, hence the nick name. We cannot rule out anything. Many Western analysts take it at face value that the DPRK is almost as much a rogue in the eyes of China and Russia as they are in ours. But what if China covertly helped, perhaps even proliferating enhanced radiation technology? In fact, most diabolical would be the outright outsourcing of a test to the DPRK so as to appear to continue complying with the NTBT while in fact cheating via the outsourcing. I would not put it past the Chi Coms (or even the Russians) to play such a game.
I say we pull out of S Korea and let them deal with it....
Tests can be hidden. That's why the Test Ban Treaty is and always has been a complete joke. And we are suckers to have signed it.
So on that note, and considering how many artillery tubes and recoilless rifles the DPRK has, and looking at the distance from Seoul to the DPRK .....
One problem with that theory is the volume. We would have seen all that material being moved to the test site with our eyes in the sky.

Blast radius much smaller, overpressure quite limited. Whereas, a standard fission weapon is optimized for blast and overpressure (e.g. the neutron flux is inner directed and focussed at the core of the explosion) an enhanced radiation weapon is optimized for a longer, outward directed neutron flux. Less neutron flux into the fissile material means a less energetic explosive force. The energy goes into the neutron flux instead of a blast. Still, it would be a bummer to be closer than 1000 yards or so, assuming the neutrons would not fry you.

It really depends what sort of help they've gotten. Many naively assume that the surface appearance of an isolated rogue state completely precludes outside assistance. Motivation? Simple. There are a handful of states with competent nuclear capabilities who have openly expressed, both before and after 9/11, that they very much would like to reduce /remove so called "American hegemony" from Asia and the Western Pacific.
And we trust Russia and China because .....?
They put these critters under the direct command of Spec 4s.
