Hello,
I think that the 16 year old was the page in the e-mails, not the 18 year old page in the IMs. The 18 year old is the one that now is admitting (or being accused of) playing a prank on the "old gay guy".
If I am wrong, I am sorry ~ this story is a hard thing to keep up with!

Actually, different kid. Remember, two things: IMs and emails. So far the emails are Foley to an unnamed kid. The IMs were solicited by an 18 year old as part of a prank being played on a Congressional alcoholic.
