That's what I'm thinking. Edmund is a political operative. Many gay people grow up having to live double lives and having to create false personas and lie with a straight face in order to protect their true nature. This is not their fault. But these traits would work for a mole or agent/provocateur. Then again, Edmund may not be gay at all and may have been working a scam on Foley.
