The Adam Walsh Child Protection And Safety Act Of 2006 H.R. 4472

I've read the law. Nowhere does it criminalize sex chats with minors on the Internet. Please look at it here and tell me where I'm wrong.

Under the definitions of the Walsh act, as I see it, a sexual offense could include asking a minor to engage in a sexual performance or action ( would that include inciting masturbation?) The perp need not be present.
Of course, the Walsh Act was passed this year, and might not be binding for acts pre-passage.
