Howlin, any subordinate, minor or not, who received those IMs qualifies in my book. I don't care whether the IMs were solicited or not. The conduct was still inappropriate, at best, on Foley's part.
And if they weren't in the employ of the United States Congress, what then? If they were of the age of consent, what laws have been broken?
But, innappropriate does not compute to illegal.
