Actually, it's not really pedophelia that was going on. It is homosexual activity. Pedophiles are interested in kids who have not yet hit puberty. And no, I'm not condoning it, it's wrong.

This is why the lawyer said Foley is a gay man. It was to steer the perceptions away from pedophelia and "mainsteam" it a "gay man" conduct, rather than pervert conduct.
