I wonder if, since the page in question is now at the age of majority, it's in his court whether or not to file charges? In which case, withholding notice since the victim is no longer a juvenile might relieve ABC of the requirement to report it to authorities?
I'm just guessing here. Maybe someone else understands the law better.
The notes are from 2003-2005. He would of been an adult in August so the sources age is irrelevent
