Well, it wouldn't be for some "to-be-named" candidate. The law says that the party has to name a candidate before the election but Foley's name stays on the ballot.

I'm adding to this by saying that Gov. Bush can call for a special election to fill Foley's vacated seat for the remainder of his term (the lame duck session after the November recess). On that ballot, the actual candidate's name will appear. If Bush makes that election also on Nov. 7, then there will be two ballots -- one with Foley's name and the other with the real name of the candidate. Then you'd coordinate the campaign message to make clear who the candidate is and how the balloting will work.

No, I understand that. I meant that we don't know who it's gonna be right now.

Like I said, I think the best strategy is to just name who the votes are really going to and then concentrate on simply making sure voters know that a vote for Foley is a vote for "fill-in-the-blank". Why distract from all that with this whole coordinating-ballots issue?
