I read the article, it sounds innocent enough to me. What it does sound like is a smear campaign by a dimorat.
People don't quit a race due to smear campaigns, especially incumbents.

Foley's had allegations about being gay before, so while the emails themselves might be innocent and just a little weird under normal circumstances, in this case, it's probably true.
