When Wellstone died before the election, he was replaced after a court decision. Using that precedent, though not dead here, he may get replaced. Foley was in my district up untill about 2001 when the census changed and now I have Clay Shaw. He was always well liked here. He grew up in Lake Worth and was a restaurant owner. What a sad and sick way to go down in flames this way. This was considered a safe seat for many many years.

It seems that House and Senate rules are different. Wellstone and Torricelli were Senators. DeLay and Foley are Representatives.

Senators were appointed by State legislatures until the 17th amendment passed in 1913. The power of the Governor to appoint Senators is still left over from pre-17th amendment days, but House vacancies go to a special election.
