I figured that is why it is stored up in the air, but what is the reason that they store water? Or are you saying that the storage supplements the water treatment systems to maintain water pressure.

Yeah. They keep a tank in the local area to feed to the residents and keep filling it from the larger water system.

As far as I know---the main pont of water storage towers is to "help out" the system in peak demand times.
Think of it this way::
When the need is low(late at night /during a rainy period), the need for the city water supply will be a LOT lower, than say, during "dinner hours"(from about 6-9pm), or "bedtime"(when many are taking bath/showers, and getting ready for bed) and "wake up time" (same thing applies). During this "peak use" time, the water tower will supply the extra needed water, WITHOUT over-burdening the pumping stations. And-- during the "off peak times" (after midnight), the tank is "charged"(filled), so that it is ready for another "peak cycle".
