Washington -- Senate and House Republicans seeking broad changes in immigration law conceded Tuesday that a 700-mile fence on the Mexican boarder will probably pass the Senate this week, but warned the fence will not stop illegal immigration and that lawmakers will continue after the November election to try to expand the ways to gain legal entry into the United States.
After weeks in which hard-line House Republicans have dominated the immigration debate, the ferocity of underlying GOP divisions on the issue broke into vivid public view on Capitol Hill.

"No fence without a guest worker program will work, said Armey, who backed the Pence-Hutchison approach. Armey pointed to the Bracero program for Mexican farm workers in the 1950s, when apprehensions of illegal immigrants plummeted from more than 1 million a year to less than 50,000, and then rose sharply again when the program ended in 1964."
The TRUTH is Guest Worker Program (Bracero) DID NOT stop illegals:
"... on June 17, 1954, what was called "Operation Wetback" began. Because political resistance was lower in California and Arizona, the roundup of aliens began there. Some 750 agents swept northward through agricultural areas with a goal of 1,000 apprehensions a day. By the end of July, over 50,000 aliens were caught in the two states. Another 488,000, fearing arrest, had fled the country. By mid-July, the crackdown extended northward into Utah, Nevada, and Idaho, and eastward to Texas. By September, 80,000 had been taken into custody in Texas, and an estimated 500,000 to 700,000 illegals had left the Lone Star State voluntarily..."

The Bracero program started in 1942 and DID NOTHING to discourage illegals! There were always more Mexicans who would work for less than the wage the Bracero program required employers to pay. And those who did come legally under Bracero rarely left at the end of the contract but remained illegally.
Well then. Seems we have a chance in November to change that line of thinking.
If the fence doesn't work..then we will need another fence...what is so wrong with securing our border?????
I consider anyone who confuses a wall to keep people in with a wall to keep people out to be either a fool, a liar or both. And I don't believe that Dick Armey is a fool.
Mixing up the two is like confusing a prison wall with the lock on my front door and saying that since I lock my door I must be in prison.

If the bracero program (in effect since 1942) resulted in "an estimated 500,000 to 700,000 illegals" who were only driven out by REAL enforcement, I see it as prove that ENFORCEMENT reduces illegals & Guest Workers Programs don't.
Fence then mines then fence.. that would solve it
Whatever works and if that's a fence then the Government better get on it and start building.
Only in your head are two chambers Arlen. Try using the left side a little more, it's useful in taking information and lining it up in a logical order. When you do that it'll become clearer to you that we don't want yours and Dick Armey's open border scams.
Most annoying is the deceit used by the "false friends" of immigration reform. A treacherous tactic: pretending to help while hurting as much as possible. Their tricks:
1) "Nothing can be done until all possible situations have been planned for." (These would be the "comprehensive solutions" politicians.) By insisting on this, they insure that nothing will ever be done.
2) "The plan must stop 100% of illegal immigration." This is also a trick. NOTHING can stop 100% of illegals. But a LOT of things, together, can stop 95% of illegals. "No! No! We cannot do anything until we can stop 100%!" Just another trick to stop anything from being done.
3) "The fence must go the entire length of the border, or it won't work." Again, a lie, but a deceptive one. Much of the border is almost impassable on foot, with no towns, water or roads for many miles on either side. Impassable rocky desert. These same sneaks then quietly propose that fence construction begin on the *least* trafficked parts of the border. Since 90% of all illegals come through less than 1% of the border area, in large corridors, if you build just a little fence *there*, it makes crossing much, much harder for the vast majority of illegals.
So, the bottom line is simple. Build border fence first on the major corridors. That will *immediately* stop 40-50% of illegal immigration. Less than 1% of the border, to tremendous effect. Then build out from those corridors, you can tell from the terrain where to build. Maybe another 1% of the border for another 10-15% fewer illegals.
This can be done quickly and cheaply, and the American people will *see* a 50-65% drop in the number of new illegals. And here's the important part:
We will know, just from doing this little thing, what impact losing all of these illegals will have on our economy. It might cause such a jump in inflation due to high labor costs that Americans will be satisfied, and not have a problem with letting illegals in, *but at a slower rate*.

In a sign of regional concern over terrorism, Saudi Arabia is pushing ahead with plans to build a fence along its entire 560-mile (900-kilometer) border with Iraq to prevent terrorists from entering the kingdom from the chaotic north.
The barrier, which likely will take five to six years to complete, is part of a $12 billion package of measures, including electronic sensors, bases and physical barriers, to protect the oil-rich kingdom from external threats,
It's very possible there could be some inflation as a result of the tighter labor supply but you figure with all the social costs illegals inflict on taxpayers it becomes sort of a tradeoff. Not only that but less workers might actually encourage increased mechanization is some labor-intense industries like agriculture so that any inflation is minimized. I agree we won't know any of this either way until the borders are under full control, something the majority in the Senate appear dead set against.

Exactly! They know the 100% or nothing choice gets us NOTHING.
Similarly, they say "we can't possible deport ALL 12 million illegals". Yet they know Eisenhower's enforcement initiative in June of 1954 with only 750 agents resulted in 50,000 arrests by July BUT also 488,000 fleeing on their own.
They also know that in 1954 the Bracero guest worker program had been in effect for 12 years - but until strong enforcement was used the illegal population GREW. [See the Link in Comment #1.]
Let's try the fence coupled with enforcement and see how well it works!
Better yet, ask Israel how well their fence project is working.

I'm with you on Tancredo. He along with Peter King, Lamar Smith, Sesenbrenner and a good number of other house REPUBLICANS are our only defense. No democrat is better than Bush and Armey and MOST are worst.
