Webb went to school at USC in California. I think he was a freshman in 1963.
The Watts riots were in 1965, so it could well be that in 1963 there was still a lot of this race-harrassment going on.
And I'm not sure blacks would kill anybody who did this, especially in 1963. In the Watts riots, they beat up a lot of people, but only killed a few people despite 10s of thousands taking part.

Nope. Webb graduated from the US Naval Academy in 1968. He was a member of the boxing team, and famously fought Oliver North in the Brigade Finals.
