I agree Germany and South Korea come to mind.
We have only a token force in South Korea compared to either the ROK or NK forces, and the South Koreans pay part of the cost.
The number of forces in Germany have likewise been cut alot over the last decade or two. We are still using the bases there as logistics support for the war on the Islamofacists of the middle east. For example, most wounded are evacuated to a hospital in Germany, using Air Force bases there to do so.
Bottom line we still need those bases, for strategic and even tactical reasons. (SK is good place to watch NK from, as is Japan where we also have forces, although nothing compared to what we once had there.
