I also think he said he had this wondrous plan to go in to Afghanistan, just to appear that he would have done what Bush did, trying to sound tough knowing he screwed up big time...jealous it wasn't on his watch. (hope that makes sense, not sure if I'm making my point!)
And remember how he went "into" Kosovo? Putting restrictions on the bombers, they couldn't go under x thousand feet, etc.
