picked up on the same violation of the no assassination rule violation. I thought the ban was on assassination of heads of state. Since Bin Laden is/was not the head of any state, that would leave Bill Clinton in the clear.

Then why were all the Rats so up in arms that the Bush administration considered killing bin Laden when they found him traveling in an SUV somewhere?
