It was the very first major national security policy directive of the Bush administration -- not Russia, not missile defense, not Iraq, but the elimination of al Qaeda."

IMHO, very Interesting:

So... what President Bush did was extend the mission, beyond getting Bin Laden, to "the elimination of al Qaeda". Clinton wasn't even focused on "the fly", while Bush moved to eliminate "the fly" and the excrement.
(Perhaps "the fly" would be a good nickname for OBL)
