Charleston had an earthquake in the 7 to 7.5 range in 1889. Is this anywhere near it?

It would be about 1/10,000th as strong; the Richter scale is logarithmic.

I was asking about where it struck, not how big it was. Was it near the site of the Charleston earthquake?

If you're not used to them, it can be pretty disconcerting when the earth starts moving, without any warning. While 3.5 might raise an eyebrow in California, South Carolinians probably haven't earthquakeproofed their homes yet, and might be a little more agitated.
