Because he wasn't allowed to deal with it. He has had his hands tied. Compare it to US Generals during the Vietnam War. They knew what needed to be done but Johnson wouldn't let them. No different. One problem seems to be the dearth of hard, factual, unbiased news coming from the country. How do we separate opinion from fact? BTW this seems to be the universal question.

You wish to simply deny the fact a Muslim is now in charge that wants to negotiate with the terrorists would have anything to do with the terrorists now being quite!
