No one ever had qualifications until they were first elected to public office.
That's how you get experience. I'm thinking of an actor who ran for Governor of California having no experience as an elected official. He won the Governorship and later became President of the United States.
Doggone it, I can't remember his name.

He was involved in politics LONG before he became governor of California.
Perhaps you could take the time to read a speech he gave in 1964 titled, "A Time for Choosing."
By the way, comparing Ronald Reagan to Kinky Friedman or Jesse Ventura is ridiculous.
