Actually, he was in office for less than eight months. People always want to stretch the truth if it will affect President Bush badly. If we say seven and a half months, it sounds much less time to get on the ball regarding bin Laden, doesn't it.

President Bush had only been in office 7 months and 21 days when 9/11 happened and some of that was used up moving in and out of temporary quarters then into their permanent ones which they would have been preparing to do under normal circumstances the day after the election in November and there was also the delay of getting new equipment to replace that which the clinton cronies destroyed. He was also having to work with a skeleton staff because of all the hangups the clinton's caused with the multiple recounts over the hanging chads and useless time consuming court cases.
