In addition to those points, the RATS did nothing but object and obstruct President Bush's cabinet nominations, delaying confirmations which had to tie up the WH and administration's time a LOT in those early months.
Remember the screaming about the Ashcroft nomination? How about Gail Norton, Sec. of Interior? Point is, in the short 8 months that the President was in office prior to 9-11 the RAT party $hits were thwarting every attempt at getting a new cabinet up and running.
