What they appear to have done is to insulate Clinton from most of the criticism. Instead, his underlings take the fall. Clinton is nowhere to be seen in the decisionmaking process.
That was the case with the original anyway.
The writer of the movie has tried to focus on the bureacracy, not the president himself. About the only blame Clinton got originally anyway was the piece about Lewinsky, which stayed in, and not being able to locate him for the go-ahead.
I don't think it insulates him, it makes it apparent that he wouldn't make decisions that could be traced to him. He left it to his appointees, who were terribly inept. And because of his methods our country was attacked and thousands of innocent people killed.
