Sounds like they're parsing the comment. Bin Laden was within striking distance several times during the Clinton Administration's 8 yrs. in office. He may not have been in someone's actual, literal GUNsights, so Tim Roemer may be speaking the truth, from the Clinton point of view. Doesn't mean that Clinton didn't let him get away, though, and that seems to be the point of the mini-series.
