I ran a bunkering business in Duluth/Superior and the North Shore for 16 years. The port is more of a bulk commodities port than a container port like Seattle or Long Beach. The boats are self-unloaders and have thrusters so there are not many Longshoreman and tug boat jobs like our east and west coasts. European and Asian vessels visit the port via the St. Lawrence Seaway and get onto Lake Erie (and up to Superior) via the Welland Canal. The Welland will allow 75 feet maximum width ships so this keeps the big boys off the lakes. Of course, the newer American ore carriers are 105 feet wide and 1,000 feet long. They were built on the lakes and will sail no where else.

Just imagine the jobs that will be available for Mexicans at those ports. Improving the Mexican way of life just might deter many of them from trying to escape up here all the time
You have an incorrect view of the purpose of our government.
