FWIW: Air Traffic Control does not make errors. The pilot is the one responsible. He (pilot) may disobey Air Traffic Control if he thinks their orders will endanger his aircraft and/or passengers. There may be H*** to pay and he may lose his pilots license. But he is in control/responsible for the aircraft.

I think what you are saying is not that ATC doesn't make errors, but rather that the pilot is still responsible for obeying incorrect instructions.
However in this case it seems that the ATC told them runway 22. His/her only error would be in not verifying they were indeed on 22.
I suggest you do some research on that! Perhaps a Google on "Air Traffic Control Errors."
I worked for a major airline, and more than a few times I saw some pretty irate pilots storm out of the airplane on their way to either zone or the tower because some air traffic controller made a near fatal mistake!
