Actions speak louder than words. The author here is caring more about what the president does - or doesn't do - than what he says.
Bush has had a lot of other actions that were pro-life. For example, appointing Alito and Roberts, pushing for a partial birth abortion ban, blocking fetal stem cell research, etc.
Why do those actions not count?
