This is all about his ego and feeling slighted because the President didn't ask his permission to defend the country.

He knows he has a very short time left to live and he's very bitter that his legacy, to date, is as a laughing stock, boiled down to the "magic bullet" in the Warren Commission and using "Scottish law" to cover up for Clinton.
