Thanks, Dysart. I might interject here, we don't want something lost in the translation.

The 'urge' (my translation) is the same as the 'order' by the DPRK authorities to residents in Kilchu (Kilju) near the rumored test area, is to get away from that area, i.e. mandatory. Evacuation. It was an order. Ambassador Eagleburger should not get hung up on the single word 'urge'.

This was picked up by South Korean government intelligence listening to these communications. It was then reported to Joongang Ilbo, and also picked up by Jiji Press, then in English by yours truly (along with other articles supplied by others) in English, put here on FR, and finally by Miss Banderas (who relied on other sources as well no doubt) and others, and then to Eagleburger and back to FR via you. Wanted to tie up those loose ends. Thanks.

Thanks for the language/translation clarification. I did have considerable difficulty imagining that dictatorship pleading anything from its subjects. BTW, thanks for your work on this and other vital threads involving the far east.

I have a very dear friend in Seoul who passes information on to me, but her general attitude is to dismiss the saber rattling from the North as merely posturing for concessions and recognition. Suffice it to say, I'm not so caviler about this situation.
