Lawrence Eagleburger was just on Fox speaking about NK, and Julia Banderas asked about this report(apparently reads FR because I doubt she makes a point of perusing the
JIJI Press daily) He said he had not heard about this, but it was his belief that if NK wanted to conduct a test that they wouldn't necessarily 'urge' its citizens but would force them out of the area. His initial impression was that this was a propaganda move designed to scare the west. He said they feel emboldened by our lack of response to their recent missile firing when we previously forewarned them not to do so.
I think it's fair to say that he is of the opinion that we should have done something forcibly in response to their previous missile tests, and indicated that at the very least, he expects another missile launch or two when they are prepared, rather than the underground nuclear test.
