I guess they are warning citizens against the possible fallout. But underground tests contains the fallout. Maybe its a above ground test?

Looks like it, don't it? Maybe they are just being cautious in case their underground test fails and/or leaks fallout above ground? The thought of an above ground test is totally unacceptable. (an understatement, to be sure)
