My personal theory is that cell phones are to be used as detonators for tens of thousands of bombs spread all over the country, and over a period of days, weeks - even months. We're thinking local WMD, they're thinking widespread conventional weapons. More terror in more places with much less risk of successful detection. Scared yet? You ought to be.
