If the terrorist cells are gearing up, there are several ways they could play this...

Untraceable phone communication (disposable phone to disposable phone).

A D-Day "mother of all battles" set of terrorist bombings in one day.

A long series of "lone nut" bombings.

At any rate, you can bet that such phones would become much more scarce in America after a domestic terrorist bombing campaign began. They could very well be stockpiling now for when that day (which may never) comes.

I think you are close to the truth. If I were head of Homeland Security I would shut down the service of these prepaid cellphones and make everyone reregister these phones immediately. I would have to do it too. Would be inconvenient but it would put possible terrorists in a bad way; at least here in the U.S. The regular cell phones already have a dossier on the purchaser/user. The prepaid phones are anonymous. We need to stop that dead in its tracks. No one is being made to buy a contract but we can't them hide behind anonymity with these phones. Let that end.

Sure, lets just toss things out to scare the uninformed ...

EVEN if this were the case, don't you think the carriers who actually provide the service for tracphone could just cut off all their blocks of numbers ?

... or tracphone simply stop activating them ?
