Given the time it takes any govt agency, including especially the military, to process paperwork it sounds pretty normal. :=)
The Marine Corps mailed my Purple Hearts in a plain brown envelope to my POBox at Texas A&M. It was about 9 months after I was medically released (I went back in a year later after I recovered)
