I thought the same thing, the reason the book store put the train table in the store was to create a place for parents to bring their kids, thereby spending more time and increasing the likelihood they buy something.

Maybe it encourages the adults with uncontrollable kids to shop more and buy more, but if I go into a book store and the decible level is too high, I leave without shopping. Amazon.com is easier anyway.
