Two verbal warnings before extraction? You can argue in good faith about whether one or none would be better, but it's hardly bad parenting to warn twice.

I'm not saying it's "bad parenting". I'm saying if you want the child to learn why the behavior is not acceptable and that it will not be tolerated (explain the consequences), then mean it and follow through with if it happens again after the first warning. What you're teaching the kids by giving them 2 warnings is that they can get away with it at least one more time before they face any consequences for their bad behavior.
