Syria is removing the mines so they can go on with a land invasion.

Anti-personnel and anti-vehicular mines can be sowed by air.

They arm themselves when making contact (and then coming to a stop) with the ground after being dropped via aircraft.

I don't think Syria would risk doing that by air, seeing as how superior the IAF is. ;)
