I saw someone speculate that they were mules and/or messengers... I think that's EXACTLY what they're up to.

It is very hard not to focus on that reason for their dispersal.
Whatever their assignment, it seems things have heated up since they got here. LE have know a long time about the cell phones being purchased. Maybe we screwed up but then again these guys may have been let in to lead us their net works. It just seems remarkable that we are able to pick them up all over the country, if we don't know where they are.
