gotta show you qualify for credit and submit some personal info...home address, home phone, etc. these people are trying to be completely untraceable. disable all pre-paid phones, then enable them after traceable info is presented/recorded. this is war.

A regular cell phone has a users name attached to it. Prepaids are anonymous.
