You are right, of course. The only other purchasers are people who probably can't afford to own one.

Or people who can't pass a credit check, which includes:

1) illegal aliens
2) terrorist/murderers

Other people who buy them are parents who want their kids to have access to a cell phone for a short time only (and with control over the cost); people who have older (cell phone-less) parents or grandparents and want to stay in contact while the (grand)parents travel; and, yes, people who either can't afford one or choose not to spend their money that way.

A lot of US citizens bought a regular cell phone and talked for more than their wallet could afford. The cell companies know which dead beats owe them money and these people either pay up hundreds to settle their bill or they buy one of these phones instead.
