Here we would have to wait until after an attack before it was raised to red.I've heard it explained by those in the know that the reason ours doesn't go up above orange and has stayed yellow for a long time is because our security measures have improved since 9/11. Unlike the local threat levels, NYC has been code orange since 9/11.
