Hezbollah and the civilian infrastructure are quite intermingled.

As is their government. Hezbollah is a part of the government there, they even have cabinet posts. I am sure Israel was hoping that was because of the terrorists strength, not because the others controling Lebanon actually agreed with the Jihad. But Lebanons government is not representative of the people, but of Syrias control over the people.

In the end, when evil men rule, the people pay.
