Notice how the pacifier is not covered with dust, and ask yourself how a clipped on pacifier could remain clip connected when a corpse is dragged from the rubble?

There is something more important. That pacifier and chain are too heavy for the shirt and too long for the child. No parent would attach such a long and heavy object to the front of a shirt so that it not only pulls the shirt half off, it is so long it would bang against the childs legs. And even if the parent did this, no child I raised would tolerate this pulling his shirt down. He would rip it off or cry until it was removed.

Also this baby is reported to be 9 or 10 months old--crawling age. This pacifier would be constantly dragging in the dirt and should definitely show signs of wear.
