This guy is just totally ____ clueless. Not at all. He knows there will eventually be a cease fire. Either because GWB looses his nerve (Worst case) or because the bearded one and all his followers are taking a ride in the back of Green Helmet Guy's truck (Best Case). So Kofi will ask for one every day. When it eventually does happen he will then take credit for it. The press will conveniently forget all of the times his calls went unanswered and he will win another Nobel prise.
