Your typical treaty usually doesn't affect us at all until "implementing laws" are passed. In that way the US Congress notifies everybody what is "meant" by each of the elements agreed to in the treaty.

Frequently Congress' interpretation of a treaty is at variance with that of the originators.

You shock me. Historically, one would tend to use the adverbial phrase ''almost invariably''.
