It's a question without an answer, because we can't know the future. We live in the here and now. When a toddler is killed in a bombing, or on a plane crashed into the Pentagon (which did happen), or is murdered by some child molester, or even by the kid's own parents, we can't ever know how that child would have turned out if he or she had lived.
What we do know is that, as a toddler, the child is innocent and his life can be shaped by the adults around him as he grows.
Not all of those dead children might have grown up to be Hitlerian. Some might have grown up to be great people who helped bring peace and understanding to the peoples of their region. We'll never know.
