I think it would be more effective if Bush clearly states our goals and policies rather than say one thing and do another. It would demonstrate our resolve, let the American people know we are not just paying lip service to the "War on Terror", and would let our enemies know as JFK stated "we shall pay any price, bear any burden, meet any hardship, support any friend, oppose any foe, in order to assure the survival and the success of liberty.”
